three large dogs attack a lady and a man came out and shot one dog then the other two dogs went on and attacked another jogger and another guy came out and shot the other two dogs. my question is do yo think they should charge the owner for his dogs attacking the joggers.
yeah probably, he needs to put those dogs on a leash or something,
